Europe felt a moment of respite on Monday, as the tension sparked by the presentation of a new 28-point plan for resolving the conflict appeared – briefly – to have been contained. A senior US official spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of rocket attacks on Kyiv.
The Pattern of Peace Talks and Military Action
The succession of contrasting events captured the bleak nature of the recent timeframe. By day, negotiation efforts are fought: positive announcements are issued from different nations. Immense energy is devoted on restraining certain initiatives. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the key method for achieving "resolution".
Nighttime Reality
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is capable of detecting rocket firings from enemy soil, a ability provided through timely intelligence. From witness perspectives, military aircraft that had been dispatched to engage hostile aerial threats roared overhead – advanced fighter aircraft supplied to Ukraine by European allies.
Shortly after, Kyiv's air-defence systems thundered: defensive missiles fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, probably supplied through Western nations. Every deployment creates sudden vibrations, shaking the windows. The moment of terror quickly becomes resigned acknowledgment: possibly the incoming missile won't strike its target this time, preventing destruction from devastation and additional electricity failures.
Ongoing Risks
Following this, a large-caliber weapon opened up on a aerial vehicle somewhere nearby, part of a mobile-fire group – most likely Western-made equipment. Unfortunately, the bullets missed the opposing UAV – it continued its flight toward its objective.
Periodically, this carried on until dawn. Kyiv faced the daybreak reports: multiple fatalities, destruction and infrastructure problems in numerous residences as a result of the evening attack. As customarily, everyone still continued their routines – enduring hostilities. But those full day encapsulated Ukraine's vital need on external assistance – a dependence that regional partners are evidently unprepared to fill in the immediate future.
Failed Diplomacy
The comprehensive proposal from American leadership generated strong feelings, debate and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.
Every new proposal from Washington follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually secure success. This pattern will, undoubtedly, continue.
Strategic Calculations
It is easy to blame particular leaders of repeatedly advocating Russian terms. But that does not seem to be the complete picture. Washington works based on a premise familiar among seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The White House assumes that it is unrealistic to pressure the Kremlin to abandon the territory that it presently holds in Ukraine's southern or eastern regions.
The problem is that while acknowledging this situation, American administration does minimal to discourage Russia, through words or deeds, from assuming that the status quo will not shift further in its advantage in the months ahead.
Conflicting Perspectives
Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their motivation to agree to terms that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's leader remains highly assured in the result.
On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding civilians and areas but avoiding a total frontline collapse until conditions improve in its advantage.
Current Realities
Realistically, there are no real preconditions for a ceasefire. Now, individual motivations are entering the equation: political desires to broker a ceasefire and achieve global acclaim, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unsuitable, so that their attention does not switch to homefront challenges. And although their task will now be considerably more difficult after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.
These opposing factors are driving the talks.
Summary and Prospects
It took a only one week to kill the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, latest revelations, all did their job.
While new initiatives based on previous concepts are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and reflect specific hesitation to change the course of events, if they maintain solidarity and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the predictable period, largely rely on ongoing international assistance.
